European buildings and residential areas developed rapidly along with the increasing arrival of Europeans to the Dutch East Indies at the beginning of the 20th century. Therefore, a European residential area was designed in Buitenzorg, which has its uniqueness in line with the status of the city of Bogor as the center of the Dutch East Indies government and residence official of every governor general. In Buitenzorg, the European settlement occupies a strategic location. In the development of European settlements in Buitenzorg Ir. Thomas Karsten compiled a complete package to build various cities containing a town plan, a detailed plan, and building regulations. This study uses the historical method. In addition to using a historical approach, this study also uses an analytical study approach. Some of the problem formulations raised are 1. what was the role of Ir. Thomas Karsten in the development of a European settlement in Buitenzorg, 2. what was the impact of the development of Euro-pean settlements on the lives of the people of Bogor? The results of historical research found evidence indicating the expansion of European settlements to the north and east of Buitenzorg in 1917 by drafting a city expansion plan implemented from 1920 to 1942. Ir. Thomas Karsten designed an independent urban area surrounded by green belts based on the “Garden City” concept.
