Reorganisasi pemerintahan Mullemeister di Banyumas, 1900-1936: Hilangnya desa adat Penatusan

The Mullemeister Government reorganization was a decentralization program of the Dutch East Indies government that focused on reformation of colonial civil servants (koloniale beamstaats). In this reorganization, autonomy (ontvoogding) was granted to the local native elite at the regency, district, and village levels. This study examines the Mullemeister reorganization and its impact on the existence of local elites Banyumas from 1900 to 1936, known as penatus. This historical analysis utilizes various sources, including newspapers, the Staatsblad, colonial reports, and verslag desa-autonomie. The penatus, as the local elites of Banyumas, lost their rights as landowners after the colonial government implemented anti-elitist policies and decentralization laws. As a result of this movement, some penatus switched professions to become carik, while others lost their professions. This shift in social status and political rights led to the penatus transitioning from strategical elite to a working class or colonial employer.
